Project Summary

The Phoenix Project, a supportive housing project in east Oakland, was awarded $5.2 million in state funding through the Community Care Expansion (CCE) program to build affordable housing units with supportive services. This project will create 101 new units, with 49 units reserved for homeless and formerly homeless populations. Residents will have access to substance abuse treatment, mediation and family support, physical and mental health services, and employment assistance on-site.

The California Department of Social Services’ (CDSS) CCE program provides $860 million in funding to preserve and expand housing options for extremely low-income older adults and adults with disabilities who are experiencing or at risk of homelessness across California.
